Council Tax bands in Wales: the 2003 revaluation explained

Wales is the only UK nation to have revalued — in 2003, with nine bands instead of eight. What that means for a Welsh band challenge.

Wales is the exception

England's bands still rest on 1 April 1991 values. Wales is the only UK nation to have revalued: Welsh bands are based on the market value on 1 April 2003 (applied from the 2005–06 year). That makes Welsh bands newer — and, on average, more accurate than England's — but errors still exist, and the challenge route is the same VOA process.

Nine bands, not eight

The 2003 revaluation added a ninth band at the top — Band I — so Wales runs A to I (England runs A to H). The 2003 value thresholds:

How the charge is calculated

Like England, Welsh bands are charged as a fixed ratio of Band D, with an extra step at the top for Band I:

Who handles Welsh challenges

The Valuation Office Agency — the same body as England, not a separate Welsh agency. The proposal form is VO 7280 (the Welsh equivalent of England's VO 7455). Appeals beyond the VOA go to the Valuation Tribunal for Wales.

Are Welsh bands worth challenging?

Often, yes. The 2003 revaluation moved a large share of homes and, like any mass valuation, produced anomalies — streets banded as a block, conversions misjudged, new builds banded on atypical early sales. The method is identical to England: find comparable neighbours in a lower band, anchored to the 2003 valuation date, and check the evidence rules. The one difference that matters is the reference date — 2003, not 1991 — so source your price evidence from around then.
